According to sources (via Daily Mail), Forest believe Spurs made contact without permission, which could breach league rules.

To make things even more awkward, Gibbs-White is said to be interested in the move. But to his credit, he’s kept things professional. He returned to training on July 14 and even played in a recent friendly against Monaco.
Ola Aina summed it up best: “He’s keeping it professional.”
Forest, meanwhile, are in no rush to cash in. They already sold Anthony Elanga to Newcastle and losing another key player would hit hard. Especially with manager Nuno Espirito Santo building a new attacking setup.
There’s talk of Spurs making a second offer, possibly around £65 million. Whether that changes Forest’s mind remains to be seen.
For now, they’d prefer selling him elsewhere — even to a direct rival — than letting him join the north London club.
Forest may not want to let one of their brightest talents walk out the door, but if he does, it seems it won’t be through Tottenham’s.
